Replay Webhook Events

Retry continues the same delivery job. Replay creates new delivery work from an existing event.

Before replaying, review the destination, prior responses, and idempotency behavior in the receiver. Replays can trigger side effects if the receiving service does not handle stable event IDs or idempotency keys. Replay actions are written to the audit log.
